That said, we do have rules at EU level that govern the movement of these animals between Member States. This is in line with the principles of subsidiarity and proportionality, and the 23 national bans that are in place show us that these principles are being implemented in practice. To reiterate my point, we are of the opinion that any question on the banning of wild animals kept in circuses should not be decided at EU level but rather should be left to the Member States concerned to regulate as a matter of conscience. We welcome these measures and we invite those Member States that do not yet have a ban in place to follow suit. Animal and veterinary experts and bodies have supported these decisions. Indeed, as you point out in your question, the vast majority of them have already introduced a total or partial ban on the use of wild animals in circuses on their territory, and this reflects the public’s position on ethical and animal welfare grounds. And as a matter of fact, this is exactly what Member States have been doing. On issues of ethics and where legislation is not harmonised at EU level, it is the Member States that have the expertise, the understanding, and indeed the obligation, to take the necessary steps. While there are obvious concerns around animal welfare, this is principally an ethical question.
