Restart PC if you wish, however I'm pretty sure that I just attempted to run FO:UC at this point and was astonished to finally see the game running. Run the wllogin_64.msi (or perhaps it will be a wllogin_32.msi if you are running a 32bit OS). This downloaded a small wllogin_64.msi which is what appeared to be missing, from the previous install.
